Senate Appropriations Committee Advances FY 2025 Labor, Health and Human Services, and Education Legislation

On August 1, the Senate Appropriations Committee voted 25–3 to move forward the FY 2025 Labor, Health and Human Services, and Education (LHHS) appropriations bill. The bipartisan Senate bill has several key differences from the House FY 2025 LHHS bill that the House Appropriations Committee advanced in July. (Details on the House bill were reported in the July 2024 issue of AERA Highlights.)

Institute of Education Sciences

The Senate bill includes $798.1 million for the Institute of Education Sciences (IES) for FY 2025. This amount represents an increase of $5 million compared to FY 2024, accounting for a $5 million increase to the Statewide Longitudinal Data Systems (SLDS) program.  Notably, the Senate report language for IES states that the bill does not adopt the proposal included in the FY 2025 budget request and the House bill that would rescind $25 million of FY 2024 appropriations from IES ($10 million for SLDS, $15 million for the Regional Educational Laboratories [RELs]). The Senate bill also maintains FY 2024 funding levels for the RELs, which are slated for elimination in the House bill.

**The FY 2025 budget request includes a proposed rescission of unobligated FY 2024 funding of $15M from RELs, $10M from SLDS; the House FY 2025 bill includes overall a $25 million rescission of unobligated funding.

The report language also included several provisions related to IES activities:

  • Recognition and request for quarterly updates on the Accelerate, Transform, Scale initiative
  • Encouragement for continuing investment in data science and data literacy including through NCER training grants
  • Recognition and encouragement of collaboration between IES and NSF
  • Continued updates on implementation of recommendations from National Academies reports The Future of Education Research at IES and A Vision and Roadmap for Education Statistics
  • Recommendations for National Center for Education Statistics collections on legacy admissions in IPEDS and rural statistics
  • Language noting concern regarding compliance with FY 2024 language to maintain every 2-year full, 4-year administrative data collection for NPSAS
  • Inclusion of data on family structure in future administrations of NAEP

National Institutes of Health

The Senate bill includes $50.35 billion overall for the National Institutes of Health (NIH), a $1.77 billion increase compared to FY 2024 and the House FY 2025 proposal. The Senate bill also includes $1.5 billion for the Advanced Research Projects Agency for Health (ARPA-H).

Unlike the House bill, which accounts for a proposal to condense and reorganize the NIH institutes and centers, the Senate bill maintains the current structure for NIH. The Senate bill includes $1.78 billion for the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), an increase of $20 million over the FY 2024 amount. The Senate report contains similar language, with the House encouraging NICHD to continue to support large-scale population studies, including the Panel Study of Income Dynamics Child Development Supplement, the Future of Families and Child Wellbeing Study, and the National Longitudinal Survey of Youth.

* The House FY 2025 proposal consolidates the National Institute on Deafness and Other Communication Disorders and NICHD into a National Institute of Disability Related Research for a total of $2.32 billion.
