On October 6, Education Secretary Miguel Cardona announced the appointment of 11 members to serve on the National Assessment Governing Board (NAGB). One of the four new appointments is AERA member Guillermo Solano-Flores, professor of education at the Stanford University Graduate School of Education.

NAGB is an independent, nonpartisan board that sets policy for the National Assessment of Educational Progress (NAEP) and is responsible for communicating results of the NAEP tests. The 26 NAGB members include several congressionally mandated categories, including testing and measurement experts, policymakers evenly divided by political party, and practitioners.

Solano-Flores has been appointed to serve as one of NAGB’s testing and measurement experts. His research focuses on educational assessment and the linguistic and cultural issues that are relevant to both international test comparisons and the testing of cultural and linguistic minorities. He brings a wide range of expertise in assessment to inform NAGB’s activities, including service for the Smarter Balanced Assessment Consortium, the technical advisory committee for the 2026 update for the NAEP reading framework, and the planning committee for the 2009 NAEP technological literacy assessment framework.

Solano-Flores is an AERA Fellow and currently serves on the AERA Journal Publications Committee. He is a member of AERA Divisions D, G, and H.

In addition to Solano-Flores, two education researchers were reappointed to serve on NAGB. Martin West, professor of education and academic dean, Harvard University, was reappointed as a state school board member. Christine Cunningham, senior vice president of STEM learning, Museum of Science, was reappointed as a curriculum specialist.

The full list of the 11 appointments is included in the NAGB press release. The terms for appointed and reappointed members began on October 1 and will end in September 2028.
