| Abstract: |
We investigate whether a performance funding (PF) policy, a promise program, and both programs together affect the enrollment of low-income students at public, four-year colleges. The financial bonus in PF policies to enroll more low-income students had no effect on the number of first-time, full-time (FTFT) Pell grant recipients, nor the percent of FTFT students receiving Pell grants, although did increase the average Pell grant award by 0.7%. Among institutions affected by a statewide promise program that required students to demonstrate financial need, there was an 8.7% increase in FTFT Pell-eligible students and a 4% increase in the percent of students receiving Pell. Institutions subject to both policies simultaneously did not experience any changes to low-income student enrollment.
