| Abstract: |
In this paper, we challenge Texas’s state agency claims of marked, across-the-board academic improvement from 2019 to 2022. Employing hierarchical linear modeling to analyze individual-level data, we seek to understand the relationship between mobility and academic progress over the pandemic with more nuance and detail. In our analysis, we examine individual student academic improvement among students with various racial and ethnic identities, socio-economic backgrounds, and English language proficiencies. Our challenge to the agency’s claims of the overall improvement is grounded evidence of challenges faced by students prior to the pandemic, the relationship between mobility and academic performance, increased mobility over the pandemic, and the differing experiences of students with different identities.
