This study explores and traces the university preparation process for Research Assessment Exercise (RAE) 2020 within an institutional case study in Hong Kong by drawing on three sets of data: university documents concerning RAE 2020, interview data with 6 academic administrators (i.e., Faculty Dean, Associate Dean, Department Head) and 6 academic staff. The findings suggest that the university’s responses to and operations of the RAE 2020 policies can be understood as a multifaceted management process that embodied a complex interweaving of institutional priorities and scholarly values. Such a neoliberal form of university governance both fostered and legitimised the institutionalisation of RAE 2020, revealing a tendency towards managerialism co-existing in tension with collegiality.
