Chapter 1 schoolwide projects in the Delta



FINAL REPORT: This research project attempts to identify strategies that can be used to improve the academic achievement of elementary students in the Lower Mississippi Delta Region. The Lower Mississippi Delta Region (or the "Delta" includes portions of seven states - Arkansas, Illinois, Kentucky, Mississippi, Missouri, Louisiana, and Tennessee. The academic achievement of low-income, underachieving students is viewed within the framework of four schoolwide projects in the Delta. The Hawkins-Stafford Amendments of 1988 allowed the use of Chapter 1 funding for schoolwide projects in schools where 75% or more of the students are economically disadvantaged. Schoolwide project status gives the school the flexibility to use Chapter 1 funds to restructure the entire educational program. This project combines the theoretical aspects of compensatory education with the practical aspects (program implementation of schoolwide projects in four of the seven Delta states. The overall objective, however, is to identify program implementation guidelines/strategies that can be used to improve the academic achievement of low-income, underachieving students.
