Impact on U.S. school districts and schools of local, state, and federal funding changes related to structural adjustment from 1982-1992



FINAL REPORT:

This is a national study of differential effects on students at the school district level constructed from decennial Census and NCES national fiscal school district universe year data. It is a multi year univariate and multivariate analysis looking at changes in per pupil revenue over a decade (1980-90).

-The quality of economic conditions of school districts during the 1980's was related to change in average real per pupil revenue adjusting for student needs, education based geographic cost differences and inflation and controlling for division and metro status.
-There is evidence in this study, of efforts to reduce the revenue gap between districts. There remain however substantial differences between classes of districts based on economic change, division and metro area.
-The new metro code from NCES and the metro area classifications used in this study for the first time, helped identify differences between metro area types, both in real and proportional differences, and controlling for economic change and division, on average per pupil revenues.
