Current Chair
Angel Arias, Ph.D.

Angel Arias is an Assistant Professor in the School of Linguistics and Language Studies at Carleton University. He holds a Ph.D. in Educational Measurement from the Université de Montréal, Canada; his Master’s degree is in Applied Linguistics and Discourse Studies and his bachelor’s degree is in Education and Modern Languages from Universidad Dominicana Organización y Métodos (O&M), Dominican Republic. Dr. Arias's research interests focus on the application of psychometric models, and mixed methods approaches in language testing and assessment to evaluate validity evidence of test score meaning and justification of test use in high stakes and classroom contexts. He has also served as an external consultant for the Ministry of Quebec’s Education. Dr. Arias speaks Spanish, English, and French fluently and previously taught English and French in the Dominican Republic.

Secretary
Michelle Boyer, Ph.D.

Michelle Boyer is a Senior Research Scientist at Data Recognition Corporation. She holds a Ph.D. in Research, Educational Measurement and Psychometrics from the University of Massachusetts, Amherst, MA; Her Master’s degree is in Administrative Management, Public Administration concentration from Bowie State University, Bowie, MD; and her bachelor’s degree is in Political Science from Illinois State University, Normal, IL. Dr. Boyer’s research interests focus on the study of rater effects on scoring outcomes, psychometric properties of technology enhanced items, computer adaptive testing, and fairness in testing. Dr. Boyer speaks English and Spanish, and has also studied French and Russian. 

Program Chair
Yun-Yee Cheong, Ph.D.

Yun-Yee Cheong is an educator passionate about making a difference in validity research and evaluation. Yun-Yee holds a PhD degree in Educational Testing from University College London Institute of Education and was a Visiting Pre-doctoral Fellow at the Harvard Graduate School of Education. In addition, Dr. Cheong is a recipient of the Singapore Ministry of Education Postgraduate Scholarship and the Tan Kah Kee Foundation Postgraduate Scholarship. Her PhD research on Singapore’s national language examinations has led her to read extensively about educational evaluation and, more specifically, about the evolving concepts of validity and accountability, various validation frameworks and public policy. Dr. Cheong is currently an Adjunct Faculty Member (Consultant) in TESOL Language Testing and Evaluation at the Singapore University of Social Sciences.
